Investment standard
In the DPR, work is underway to implement a system of support for new investment projects in accordance with the Order No. 591 of the Ministry of Economic Development of the Russian Federation dated September 30, 2021, "On the System of Support for New Investment Projects in the Regions of the Russian Federation ("Regional Investment Standard")."
The Standard establishes uniform requirements for participants in the investment process to organize work with investors and support investment projects, as well as specific stages and deadlines for joining engineering and transport infrastructure facilities.

The Investment Committee of the DPR was established by Directive No. 165 of the Acting Head of the DPR dated June 5, 2023, in order to:
· stimulate investment activity and create favourable conditions for attracting investments to the DPR economy;
· protect the rights and legitimate interests of investment entities;
· comply with the Investment Rules of the DPR;
· resolve disagreements and disputes between investors and the executive authorities of the DPR, local self-government bodies in the DPR, development institutions, resource-supplying organizations and other entities regarding the implementation of investment projects in the DPR in a pre-trial manner.
The functions of the development agency in the DPR are carried out by the State Concern "The Donbass Development Corporation".
The Donbass Development Corporation accompanies investment projects from idea to implementation on the principle "one-stop shop"
The Investment Declaration was approved by Decree No. 331 of the Head of the DPR dated July 10, 2024, with the aim of developing a system for supporting new and ongoing investment projects in the DPR and ensuring real growth in investments in fixed assets
