Development Institutes

The Territory Development Fund is a development institution formed by combining a state corporation - the Fund for Assistance to the Reform of Housing and Communal Services and the public law company "Fund for the Protection of the Rights of Citizens Participating in Shared Construction". It was created to form comfortable and favourable living conditions for Russians in each region.

The Federal Corporation for the Development of Small and Medium Enterprises is a state federal structure that supports and develops small and medium-sized businesses. It helps individual entrepreneurs, legal entities and self-employed at every stage of development, accompanying them from the decision to start their own business to entering foreign markets and the stock exchange.

The DPR Industrial Development Fund provides financial support to industrial entities in forms that comply with the legislation of the Russian Federation, including loans and grants.
The Industry Development Fund, in addition to providing financial support to entities engaged in industrial activities, is entitled to apply other incentive measures provided for by federal laws and other regulatory legal acts of the Russian Federation; as well as other normative legal acts of the Donetsk People’s Republic, including in the form of information and advisory support on issues of the Fund.

The "Russia's Support" team in the DPR forms an ecosystem of entrepreneurship: business education, legal protection, attracting investments, obtaining state support, establishing business contacts within the business community.

The  Center "My Business" is a platform for providing a range of services to entrepreneurs, where they can open their own businesses in a one-stop shop format, receive advice on available government support measures, as well as preferential loans, taxation, accounting, and entrepreneurship training.

"Business Russia" is an all-Russian public organization representing the interests of private non-resource companies that are seeking leading positions in their industries. The organization, founded in 2001, unites more than 7 thousand entrepreneurs. "Business Russia" is represented in all 85 constituent entities of the Russian Federation.

The DPR Chamber of Commerce and Industry  provides assistance: in the development of foreign economic relations of economic entities with foreign partners, increasing the export of goods (works, services), attracting foreign investment in the region's economy.
